Digitalisation of Transport and Logistics and the Digital Transport and Logistics Forum

President Juncker identified Jobs, Growth and Investment and A Digital Single Market as the first two priorities for EU policy. The goal is to foster growth, competiveness, jobs and the internal market, in particular through making better use of the opportunities offered by digital technologies. Specifically in the transport sector, such tools could improve the use of existing resources and the daily life of citizens.

Digitalisation, new technologies and big data have the potential to change the way cargo and traffic flows are organised and managed, they generate business opportunities and pave the way for innovation, new services and business models. It enables cooperation between supply chain actors, better supply chain visibility, real-time management of traffic and cargo flows, simplification and the reduction of administrative burden, and allows for a better use of infrastructures and resources, thereby increases efficiency and lowers costs.

To reap those benefits transport should become digital by default. Electronic data should flow seamlessly through supply chains including the exchange of data with public authorities and between businesses. Data should be used data to generate added value for business.

In view of supporting this process and improving interoperability in logistics and freight transport across modes and sectors, the Commission established a dedicated expert group, the Digital Transport and Logistics Forum (DTLF).

Digital Transport and Logistics Forum (DTLF)

The DTLF is a collaborative platform, where Member States, public entities and organisations exchange knowledge and coordinate policy and technical recommendations for the European Commission, in the fields of transport and logistics digitalisation across all modes of transport.

Achievements and deliverables of the DTLF so far include:

  1. Recommendations and preparatory work for the proposal for a regulation on electronic freight transport information (EFTI).
  2. A concept of digital corridor information systems ('federative platform'), aimed to facilitate data sharing between all types of supply chain stakeholders through connecting existing cross-border IT platforms and services.

Under the first DTLF mandate (2015-2018), two sub-groups were created, dealing respectively with the digitalisation, acceptance and harmonisation of electronic freight transport information, and the establishment of digital corridor information systems.

In September 2018, the Commission set up the second mandate of the Forum. Consequently, a call for applications was launched to select members of the renewed DTLF.
