Stakeholder workshop Evaluation of the ITS Directive – 23 April 2018

Intelligent Transport Systems (ITS) apply Information and Communication Technologies (ICT) to transport. The ITS Directive establishes a framework in support of the coordinated and coherent deployment and use of Intelligent Transport Systems within the European Union.

The purpose of this evaluation is to assess to which extent the ITS directive contributed to the faster and more coordinated deployment of ITS, as well as the better functioning of the road transport system and its interfaces with other modes. The evaluation will provide an up-to-date overview of the implementation the Directive and of the benefits and costs created. It will also assess if the current scope is still relevant and in line with technological developments and other EU policies.

Based on the evaluation, it will be determined if improvements to the Directive are necessary. In case of recommendations for revision, the evaluation would then provide the basis for an impact assessment for a revision of the Directive.

Throughout the evaluation, various consultation activities have already been carried out to obtain opinions and views of all interested stakeholders on the functioning of the Directive, the results of which are being used as supporting evidence in the evaluation. The Evaluation roadmap was published for feedback in March 2017 and an online public consultation was open between May and July 2017. This was complemented by targeted methods such as in-depth individual and group interviews and surveys.

A dedicated stakeholder workshop was organised in Brussels on 23 April 2018 to gather specific information and data and to listen to views and suggestions from experts and stakeholders. More than 80 people registered for the workshop.

In the morning session, the consultants (Ricardo and TEPR) presented the analysis of the implementation of the Directive together with the preliminary findings of the evaluation support study. The following Q&A touched on very different parts of the evaluation, from the role of the Directive within the digitalization of transport and stakeholder involvement, to technical aspects of the legislation. This was followed by a panel in which eight experts in the field of ITS were asked to reflect on two themes in two rounds: i) the initial findings of the evaluation, and ii) the need for future European action on ITS.

In the afternoon session, the consultants presented the draft conclusions from the study and the initial recommendations that were developed based on these conclusions. The following interactive session provided an opportunity for participants to reflect on the draft recommendations, to discuss them in more detail and to provide feedback. After the session, the consultants provided an initial summary of the discussion and the comments provided by participants.

In the conclusion the participants were invited to get in contact with the consultant to provide further feedback on the study and encouraged to reflect on what may be needed in the future.
