Accelerating the transition to zero-emission corporate vehicles

On 16 December, the European Commission has announced a new proposal to accelerate the uptake of zero-emission vehicles within corporate fleets, marking an additional step towards achieving the EU's ambitious decarbonisation targets for 2050. This new Regulation aims to drive the uptake of clean corporate vehicles by large undertakings and bolster the competitiveness of the European automotive industry.

Corporate vehicles, which account for 60% of new car registrations and up to 90% of vans registrations across the EU, have the potential to significantly impact the market for zero-and low-emission vehicles. The proposed Regulation mandates Member States to ensure that starting in 2030, a specific share of new corporate car and van registrations by large companies in their territory must be zero- and low-emission. There will also be a sub target for zero-emission vehicles, both for cars and vans. Targets are differentiated by Member State. 

Minimum national targets will be set at different levels for cars and vans, to reflect the different level of technology and market development. Public authorities will have full flexibility for decisions at national level as regards the necessary measures to spur the uptake of zero- and low-emission vehicles by large undertakings, while ensuring that the proposal’s objectives are met.

This initiative will at the same time ensure faster availability of affordable zero- and low-emission vehicles in the second-hand market, making more such vehicles accessible for businesses and citizens across the EU.

Moreover, this initiative will support companies operating in multiple Member States and create a predictable demand signal for vehicle manufacturers and charging infrastructure providers.

Commissioner for Sustainable Transport and Tourism Apostolos Tzitzikostas said: "Europe’s automotive industry is a cornerstone of our economy, contributing 7% to EU GDP and supporting nearly 14 million jobs. With today’s Automotive Package, we are strengthening the sector’s competitiveness introducing flexibility into the CO₂ standards for cars and vans and a technology neutral framework. We are also creating demand for cleaner corporate cars and vans reinforcing EU manufacturing and supply chains."

Background

The Regulation on Clean Corporate Vehicles is part of the Automotive Package published on 16 December 2025.

The proposal builds on the Commission's Clean Industrial Deal and the Industrial Automotive Action Plan, focusing on transitioning to sustainable and smart mobility.

The uptake of zero-emission vehicles in corporate fleets is also supported through the deployment of recharging and refuelling infrastructure under the Alternative Fuels Infrastructure Regulation and the Alternative Fuels Infrastructure Finance Facility which ensures the necessary enabling conditions for the switch to zero-emission vehicles.
