Commission calls for action to increase safe and secure parking areas for professional drivers

The EU road transport sector faces several critical challenges related to the availability and functionality of parking areas for professional drivers, as highlighted in a new report by the European Commission. 

While parking areas certified in line with the EU standards (‘Safe and Secure Parking Areas’ (SSPAs)) are fit to provide effective protection for drivers and their vehicles, their number is insufficient. As shown by a recent EU study, the estimated current gap is of 390,057 parking spaces (equivalent to 3.250 parking areas) and is expected to increase to 483,000 parking spaces (equivalent to 4.025 parking areas) by 2040, given the projected growth in demand for road transport services. This situation affects not only the security, safety and well-being of drivers, but also the efficiency of logistics chains and overall road safety.  

The Commission considers that strategic investments and policy adjustments are necessary to address the problem. The urgency of actions is further emphasised by the requirement for Member States to ensure, by 31 December 2040, the development of certified SSPAs along the core and extended core TEN-T network.   

The report identifies several possible initiatives, such as a quick upgrade of non-secure existing parking areas so that they meet, at a minimum, the lowest safety and security standards;  the introduction of SSPA development in national transport plans; further funding of SSPAs, including through EU funds; or the inclusion of additional criteria related to the well-being of drivers in the EU standards.  

The report aims to raise awareness of the urgency of the issue and to stimulate a debate to find appropriate solutions. The European Commission will continue to monitor the situation carefully.
