Commission enhances interoperability and transparency of alternative fuels infrastructure data

The European Commission has adopted a new Implementing Regulation to support the uniform and effective provision of compatible, interoperable and real-time alternative fuels infrastructure data, further advancing the goals set out in the Alternative Fuels Infrastructure Regulation (AFIR) (Regulation (EU) 2023/1804). This milestone marks a concrete step in the implementation of AFIR and the transition towards more sustainable and digital transport solutions.

The Implementing Regulation (EU) 2025/655, lays down detailed rules and data specifications that will ensure greater transparency, interoperability, and accessibility of recharging and refuelling infrastructure data for alternative fuel vehicles. The new rules will enable consumers and operators alike to benefit from harmonised data availability, leading to an improved user experience and more effective infrastructure performance monitoring across Member States.

Enabling an EU-wide alternative fuels data ecosystem

This Implementing Regulation complements a broader package of four legislative Acts on data and standards, aimed at supporting the deployment of a fully harmonised and interoperable alternative fuels infrastructure across the EU.

The next step is the scrutiny of the Delegated Acts by the European Parliament and the Council of the EU. The Acts will enter into force if no objection has been expressed either by the European Parliament or by the Council within a period of two months of its notification.

This coordinated legislative package ensures that alternative fuels infrastructure in Europe will evolve in a smart, scalable and user-friendly manner – driving forward the EU’s vision for a cleaner and more connected transport ecosystem.
