European Commission to “train trainers” on use of dedicated multilingual electronic tool for sending posting declarations and other documents

On 2 February 2022, the new rules on posting of drivers in road transport sector (Directive 2020/1057) will start applying. This means that the road transport operators will have to send posting declarations and other documents, where necessary, to the national authorities of Member States where their drivers provide road transport services falling in the scope of the posting rules.

To help operators comply with the notification obligation stemming from the Directive 2020/1057, the Commission is developing a dedicated multilingual electronic tool called Road Transport Posting Declaration Portal. The Portal is connected to the Internal Market Information system (IMI) to enable a communication with the competent national authorities.

On 14 and 16 December, the Commission will start training representatives of road transport associations on the use of the Portal, with support of European Labour Authority (ELA). This ‘training of trainers’ (participants are expected to disseminate the gained expertise to the national road transport operators afterwards) will be organised in three phases. The first phase will consist of two identical online training sessions on 14 and 16 December 2021, followed by the testing phase during which trainees will be given an access to the platform to test it. In the third phase in January 2022the trainees will be invited to exchange experiences from the testing phase and discuss any outstanding issues.

To assist the participants in dissemination of the knowledge gained during the training, ELA will provide for translations of the training materials prepared by the European Commission, including video tutorials in all official EU languages.
