Presentation of the results from the study on ATM data services and ‘capacity on demand’

A dissemination event to present the findings of a study on the legal, regulatory and economic aspects of ATM data service provision was held on 14 October 2020. The workshop was an opportunity to review definitions, scope and possible implementation scenarios for ATM data services. In addition, economic, social and safety aspects resulting from the possible deployment of ATM data services under market conditions were presented.

The main take-away from a poll among participants was that digitalisation and data services require effective change management, as has already been experienced across several sectors. Participants also indicated that the study addressed the most relevant aspects of ATM data service provision.

The concept of ATM data services is embedded in the European Commission's amended proposal for the implementation of the Single European Sky. Some 270 Member State and stakeholder experts attended the virtual event to follow up on non-technological aspects of the Airspace Architecture Study presented in March 2019.

The study has been met with strong interest, as first seen at the stakeholder engagement workshop in November 2019, where the objectives of the study were discussed with ATM stakeholders. Two expert-level workshops followed in March 2020 and May 2020, to present the interim results, and to engage with experts in a direct and informal discussion. Both workshops were moderated by the Florence School of Regulation. The Commission, together with the European Defence Agency, also hosted specific consultations with military stakeholders.
