Urban Vehicle Access Regulations (UVARs) – recommendations by the Expert Group on Urban Mobility
During its plenary meeting on 14 March 2024, the European Commission Expert Group on Urban Mobility (EGUM) adopted its recommendations to the European Commission on ‘urban vehicle access regulations (UVARs)’.
The recommendations on UVARs entail best practises and possible actions from stakeholders (local and regional authorities, EU Member States, European Commission) on establishing and operating more seamless UVARs from a personal mobility and freight dimension with a focus on for example improved road user information, non-resident stakeholder methodologies, demonstrations of user-friendly compliance and enforcement practices (especially in cross-border contexts), and continued dialogue within urban mobility forums.
The expert group is also working on various other topics relevant to urban mobility for which recommendations will or have been already delivered throughout the year, such as: urban public transport; sustainable urban mobility planning, monitoring and implementation; urban logistics; active mobility and safety of vulnerable road users; and the future of urban mobility and inclusive and sustainable urban space.
The reformed Expert Group on Urban Mobility was established by the Commission as a reinforced platform for dialogue and co-creation of actions to implement the new EU urban mobility framework. It aims to enable stronger engagement by Member States and improved dialogue with cities, regions and stakeholders on all urban mobility issues.
