Definition

Share of population with appropriate access to mobility services (public transport).

AccI = Appropriate access index [% of population]
PRi = Number of people living within the access typology zone i, identified by combination of PT accessibility level.
Wi = Weight to identify if the accessibility to mobility services is appropriate (depending on the combination of PT accessibility level). The weight is differentiated for small (i.e. less than 100,000 inhabitants) or large urban areas.

The weight Wi is predefined (not modified by the user) and identifies if the accessibility is appropriate as follows:

  • it is = 1 where it is fully appropriate
  • it is = 0.5 where it isn't fully appropriate
  • it is = 0 where it isn't appropriate

Cap = Capita or number of inhabitants in the urban area [#]

Number of people living within access typology zone I, identified by combination of PT accessibility level, i.e. for the estimation:

  • Location of stops of buses/ tram/ metro/ train and frequency of service during an average weekday for each stop

Distribution of population in the urban area

In order to estimate the number of people living within access typology zone (identified by combination of PT accessibility level) the following data is required in a GIS-based format:

  • a. Location of stops of buses/ tram/ metro/ train and frequency of service during an average weekday for each stop
  • b. Distribution of population in the urban area

Possible sources can be the public transport authorities/ operators providing the service (for information a.) and statistical offices (for information b.).

  • First, it should be checked if information is available in GTFS (General Transit Feed Specification) format from open data sources (e.g. https://transit.land), also via Google Maps or OpenStreetMap: in fact, data referred to the location of stops, line routes and frequency of services are already reported for many European cities. Please note that if this is the case of the urban area, it means that the original data in GIS-based format has been provided or made available by the related authority/ operator.
  • In case neither metro nor train stations are available in the urban area, the typology zones to be considered are those related to distance >833 metres (10 minutes walking) for train and metro stations; the typology zone “Very high access" will not be an available option.
  • If there are multiple stops in the same area (within 50 metres one to the other), you should sum up the number of departures on an average weekday in each stop and then estimate the average per hour (between 6:00 and 20:00, hence dividing the total departures number by 14). This applies also to stops of different bus/tram lines.
  • In small cities, direct observation and a desk research (timetables, map of lines and stops’ location) could be rather easily performed.
  • Data on distribution of population is required at street number level (or, at least, at block level, usually available from Census data) in the urban area. Larger aggregations (e.g. 1 km2 grid-based or district level) could be also used but GIS-based proxies are needed.

The number of inhabitants is usually known.

* The column “Costs” provides a qualitative assessment of the budget (staff costs, time, costs for data acquisition, etc.) needed by a city/ urban area for gathering new quantitative data in absence of already available values. For each parameter, the assessment takes into account both the administrative costs and the costs related to searching, acquisition and processing of the needed data; these can be high (“H”), medium (“M”) or low (“L”), or a combination of a pair of them.
