The perceived satisfaction of using public transport.

The average reported satisfaction of moving in the urban area by public transport.

This indicator has been designed to analyse results from the European Commission's Urban Audit, a perception survey on quality of life in European cities which is being conducted by Eurostat based on telephone interviews on a regular basis (more information: http://ec.europa.eu/regional_policy/en/policy/themes/urban-development/audit). The parameter is an averaged score of survey responses about a respondent's perception of satisfaction of using public transport.

Satisfaction level of public transport (general satisfaction)

This indicatoranalyses results from the European Commission's Urban Audit, a perception survey on quality of life in European cities which is being conducted by Eurostat based on telephone interviews on a regular basis. It refers to the questions:

  1. “Generally speaking, please tell me if you are [1] satisfied, [2] rather satisfied, [3] rather unsatisfied, [4] not at all satisfied, or [5] DK/NA, with public transport (for example the bus, tram or metro) in your city or area.”
  2. “Thinking about public transport in your city, based on your experience or perceptions, please tell me whether you [1] strongly agree, [2] somewhat agree, [3] somewhat disagree, [4] strongly disagree, or [5] DK/NA (do not read out), with each of these statements.

Public transport in your city is:

  • Affordable
  • Safe
  • Easy to get
  • Frequent (comes often)

Reliable (comes when it says it will)”.

  • Urban areas not covered by the survey could ask to participate in a future “Quality of Life in European Cities” survey that would be conducted by an institute on behalf of Eurostat. Most likely, the survey would have to be conducted at the city’s own expense.
  • It might well be the case that a survey including the same (or similar) questions has been conducted at urban area/local level. In particular, PT operators might follow a similar approach in their frequent “customer satisfaction” surveys. Also, it could be investigated whether national institutes of statistics conducted surveys on the subject.
  • An alternative would be to develop a local survey to gather the necessary information. However, it needs to be ensured that the same questions are asked and that the same methodology is being used, i.e. conduct 500 telephone interviews, the basic sample design being multi-stage random (probability).

* The column “Costs” provides a qualitative assessment of the budget (staff costs, time, costs for data acquisition, etc.) needed by a city/ urban area for gathering new quantitative data in absence of already available values. For each parameter, the assessment takes into account both the administrative costs and the costs related to searching, acquisition and processing of the needed data; these can be high (“H”), medium (“M”) or low (“L”), or a combination of a pair of them.
