Legal basis

The National Air, Maritime and Railway Accident Investigation Board (NTIB or Board) was established in 22 January 2020.

The NTIB is an independent specialized state body within the Council of Ministers, an independent legal entity under Article 60(1) of the Administration Act with its registered office in Sofia. The Board is chaired by a Management Board composed of three members, including a Chair and two Vice-Chairs.

The structure of the Board is as described on the following organogram:

The NTIB shall carry out an investigation of:

1. Aviation events: aviation accidents, serious incidents and incidents involving civil aircraft on the territory of the Republic of Bulgaria, territorial waters and serviced airspace in accordance with the international commitments undertaken by the Republic of Bulgaria, regardless of the country of registration of the aircraft;

2. Very serious marine casualties and, in all other cases of marine casualties and incidents, upon assessment by the management body of the board on the basis of the expert opinion of the investigators of the board;

3. Serious railway accidents, as well as at its own discretion — investigation of accidents and incidents which, in different circumstances, could have led to the consequences of serious railway accidents, accidents and incidents other than those specified.
