About the ENCASIA network

ENCASIA is the European Network of Civil Aviation Safety Investigation Authorities. It was established in January 2011 following the entry into force of Regulation (EU) No 996/2010 on the investigation and prevention of accidents and incidents in civil aviation.

Improving aviation safety investigations in Europe and internationally is all about cooperation - and in this regard, ENCASIA plays a unique role. It brings together members from some of the world’s leading safety investigation authorities, along with highly experienced aviation safety investigators from across Europe. ENCASIA has established itself as a world-leading forum for sharing best practices, facilitating safety improvements, and supporting and harmonising safety investigations.

Much has been achieved since its establishment. A wide range of activities is carried out by its working groups. For example, the ENCASIA peer reviews play an essential role in supporting the implementation of Regulation 996/2010 in the Member States. The European Mutual Support System (EMSS) is another key example of how ENCASIA and its members strive to enhance aviation safety investigations through mutual assistance and resource sharing.

What ENCASIA does

ENCASIA activities include:

  • Developing training initiatives
  • Promoting best practices in safety investigation
  • Creating mechanisms for sharing investigative resources
  • Advising EU institutions on air accident investigation and prevention

Thanks to grants from the European Commission and co-funding from our members, annual work programmes are implemented to advance concrete actions aligned with our mission to improve aviation safety investigations. The network has also played an active role in regulatory discussions on safety investigation matters with European institutions.

By browsing our website and reading our annual activity reports, you can see what ENCASIA has accomplished so far. Looking ahead, continued implementation of our adopted resolutions will be key to future progress.

It is vital to build on our successes and further promote mutual support among all European safety investigation authorities - with the primary goal of ensuring that any civil aviation accident occurring in Europe is thoroughly investigated and that the lessons learned are shared to prevent reoccurrence.

All of this is made possible thanks to the active participation of investigators from our members and observers. Their contributions represent a significant investment of time and expertise, which has greatly advanced aviation safety investigation in Europe.
