Mobility and Transport

Armenia's geographical location renders it a connecting point between Europe and Asia, in particular for air transport. To maximize the benefits of aviation connectivity, both parties have negotiated and initialled a Common Aviation Area Agreement on 24 November 2017.

Already on 9 December 2008 in Brussels, the Republic of Armenia and the European Community signed the Agreement on certain aspects of air services (so called Horizontal Air Services Agreement). This agreement allows any EU airline to operate flights between Armenia and any EU Member State where it is established and where a bilateral agreement with Armenia exists and traffic rights are available. It does not replace the bilateral agreements but adapts them to bring them into line with EU law. This is a major step change from the traditional set-up of aviation based on nationality restrictions and complements the EU's internal aviation market on the external side. The EC and Armenia also agreed to intensify their cooperation on safety matters.

The Comprehensive Aviation Area Agreement, once signed, will open up and integrate the respective air transport markets of the Parties, strengthen cooperation and offer new opportunities for consumers and operators. The agreement will establish a Common Aviation Area between the EU and Armenia which will remove market restrictions and associate Armenia to the EU internal aviation market by harmonising its aviation legislation with EU standards and implementing a large part of EU aviation rules.
