Kazakhstan is an important partner of the EU in the Central Asian region. To further develop the overall trade, economic and cultural relations, the EU wants to strengthen its aviation relations with Kazakhstan.

Air transport relations with Kazakhstan are currently organised through air services agreements between Kazakhstan and a number of individual EU Member States. Many of these agreements are, however, in breach of core EU Treaty provisions (the "freedom of establishment" and provision of service of EU carriers). This problem should be resolved under Article 210 of the Enhanced Partnership and Cooperation Agreement with the European Union, which is applied provisionally since May 2016. Kazakhstan is committed to bringing its aviation agreements with the Member States into conformity with EU law and this process has been completed with respect to several Member States.
