Norway is highly integrated with the European Union through membership in the European Economic Area (EEA).

The EEA Agreement has been the cornerstone for EU's relations with Norway since 1994. The Agreement brings together the EU's 28 Member States and the three EEA EFTA states of Iceland, Liechtenstein and Norway (but not Switzerland) on the internal single market. As a participant on the internal market through the EEA Agreement for over 20 years, Norway has adopted a significant part of EU law including the aviation part.

Norway is a party (from the outset) to the European Common Aviation Agreement with the Western Balkans (signed in 2006). It also acceded to the EU-US first stage agreement.
