The Community Charter of the fundamental social rights of workers states that employers and workers organisations should have the right to negotiate and conclude collective agreements under the conditions laid down by national legislation and practice. At European level the dialogue between the two sides may, if the parties deem it desirable, result in contractual relations in particular at inter-occupational and sectoral level. The Commission has established sectoral dialogue committees by a decision of 20 May 1998 (98/500/EEC) . One of the sub-committees of the sectoral dialogue is the Social Dialogue ATM Working Group, which usually meets once or twice a year as necessary and is managed by DG Employment, Social Affairs and Inclusion.
On 20 December 2010, the European Commission decided to create a separate, specific expert group on the social dimension of the Single European Sky. This group is consulted on all Commission proposals in the field of the Single European Sky having a significant social impact (Decision of 20 December 2010 C/2010/9016). In 2015, the tasks and remit of the group underwent reform and now the focus is on human factors involved in ATM and SES initiatives, in particular relating to SESAR. On 21 November 2017, a new Commission Decision was adopted that establishes an expert group on the human dimension of the single European sky, reflecting these changes.
