Objective(s) and scope

Pilot projects and preparatory actions (PPPAs) are new initiatives that might turn into EU funding programmes.

  • A Pilot Project is an initiative of an experimental nature designed to test the feasibility of an action and its usefulness and lasts not more than two years.
  • A Preparatory Actions are often the successors of a successful pilot project. They are designed to prepare new EU policies, legislation, programmes, etc. with funding for not more than three years.

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies) 
  • be established in one of the eligible countries, i.e.: EU Member States (including overseas countries and territories (OCTs))
  • Beneficiaries and affiliated entities must register in the Participant Register – before submitting the proposal – and will have to be validated by the Central Validation Service (REA Validation).

Other entities may participate in other consortium roles, such as associated partners, subcontractors, third parties giving in-kind contributions, etc.
