Two corridors run through the Finnish network:

  • Scandinavian – Mediterranean corridor crosses the south coast of Finland, from Turku Naantali to the Russian border, via Helsinki.
  • North Sea - Baltic corridor can be considered, since it ends in Helsinki.

Infrastructure Managers

The Finnish Transport Agency (Liikennevirasto) is responsible for the management, development and maintenance of the Finnish railway network. Finland has almost 510 km of railway belonging to the Core Network Corridors. The Finnish rail network uses a 1524 mm track gauge (Russian track gauge).

National implementation plan

The Finnish National Implementation Plan (NIP) was delivered in 2017. It contained dates which went beyond 2023; therefore, it was not compliant with ERTMS European Deployment Plan.

According to the Finnish NIP:

  • The entire network is expected to be equipped with ERTMS Level 1 according to the NIP. However, the “Digirata” ETCS Programme proposes the deployment of level 2 in the Finnish network.
  • The removal of the JKV Class B system will take place by rolling out ERTMS / ETCS. As soon as the ERTMS /ETCS equipment is deployed, JKV will be removed. For the CNC lines equipped with ERTMS, rail vehicles will only need to be equipped with the ERTMS system.

National Safety Authority

Trafi (Finnish Transport Safety Agency) is the Finnish NSA, whose main task is the development and assurance of the railway system's safety and interoperability. The agency grants safety certificates to railway companies, safety authorisations to infrastructure managers and authorisations to put railway system subsystems into service.
