Set of Specifications and Baselines

A set of specifications refers to a series of documents of different file versions as laid down in the Technical Specification of Interoperability for Control-Command and Signalling (CCS TSI). It outlines the requirements, criteria and standards that ERTMS must meet (e.g. components, interfaces, etc.). Each set of specifications includes an ETCS baseline, a RMR (Railway Mobile Radio) baseline (i.e. GSM-R and FRMCS baselines) and an ATO (Automatic Train Operation) baseline.

A baseline is defined as a stable kernel in terms of system functionalities. A new baseline implies significant changes to the kernel by changing existing ones or adding new features. If the Baseline evolves, it should continue to be compatible with previous versions (backward compatible), i.e. an onboard system compliant with a newer baseline should be able to run on a trackside system compliant with an older baseline.
