Definition
Fatalities of active modes users in traffic accidents in the city in relation to their exposure to traffic
Parameter
Number of deaths within 30 days after the traffic accident as a corollary of the event per annum caused by active modes of transport, per billion trips per annum (exposure)

RFi = Risk factor for transport mode i [# per billion trips per year]
Ki = Number of persons killed within 30 days after the traffic accident as a corollary of the event in transport mode i [# simple average over the last 3 years for which data is available]
Expi = Exposure, defined as number of trips (in million) [# per year]
i = Transport mode (pedestrian, bicycle) [type]
Data sources
Information needed | Possible specific sources | Costs* | Advice to fill data gaps and/ or improve data quality |
Number of fatalities (pedestrians/cyclist) | For this indicator the number of fatalities (within 30 days) for cyclists and pedestrians and the number of trips for these modes are needed. Data on fatalities at urban level is usually available from the police. It is required the same data as for indicator #5. | It should be ensured that the data contains fatalities on site and in the 30 following days, not only at the place of accident. | |
Number of trips per year (same data as for modal split):
| Information on the number of trips should be based on the information provided in the modal split sheet. | M/H | See “http://ec.europa.eu/transport/node/6530{Modal split as Link}”.

* The column “Costs” provides a qualitative assessment of the budget (staff costs, time, costs for data acquisition, etc.) needed by a city/ urban area for gathering new quantitative data in absence of already available values. For each parameter, the assessment takes into account both the administrative costs and the costs related to searching, acquisition and processing of the needed data; these can be high (“H”), medium (“M”) or low (“L”), or a combination of a pair of them.
