In accordance with Article 8 of the STF renewal decision, DG MOVE may set up sub-groups for the purpose of examining specific questions on the basis of terms of reference defined by DG MOVE. Sub-groups report to the STF plenary. They must be dissolved as soon as their mandate is fulfilled.

The following sub-groups are currently active:

  • Sub-group on governance and standards for communication exchange in the electromobility ecosystem: this sub-group is tasked to recommend minimum principles and guide the design and implementation of a EU governance and architecture framework for communication between the electric vehicle and the recharging infrastructure, ensuring interoperability in the whole ecosystem. It should moreover serve as the main EU fora for high-level discussion and coordination between industry stakeholders, associations, and standardisation organisations  in pursue of harmonisation and convergence of electromobility communication standards and protocols.
  • Sub-group on a common data approach for electric mobility and other alternative fuels: this sub-group is tasked to examine and recommend the relevant data dimensions (aggregation, quality, sharing, reusability, provision, etc.) and data types (location, availability, price, payment methods, etc.) required to enable the future creation of new digital services in the alternative fuels market. It should help design and develop a framework for data collection and exchange based on the provisions included in the Alternative Fuels Infrastructure framework, with the ultimate objective to provide better information to consumers of alternative fuels infrastructure and services.
  • Sub-group on best practices of public authorities to support the deployment of recharging infrastructure: this sub-group, consisting of public authorities mainly, functions as a platform for exchange between public authorities on all matters to promote and facilitate the development of high quality recharging infrastructure. This includes for example possible approaches to harmonization and simplification of permitting procedures, harmonization and simplification of grid connection procedures, recommendations to electrify fleets, recommendations on the accessibility of recharging points, recommendations for fire safety of recharging points in roofed car parcs, updates of the SUMP Electrification topic guide, etc. The sub-group is also tasked to update the 2020 STF Recommendations for recharging point tenders.
  • Sub-group on the implementation of Directive 2014/94/EU: this sub-group consists of the Member States only and discusses specific aspects related to the implementation of the Alternative Fuels Infrastructure Directive 2014/94/EU, including on standards.
