Overview
Motorways of the Sea (MoS) is the maritime pillar of the TEN-T. It consists of short-sea routes, ports, associated maritime infrastructures, equipment, facilities and relevant administrative formalities. MoS contributes towards the achievement of a European Maritime Transport Space without barriers, connecting Core Network Corridors by integrating maritime links with hinterland. In doing so, it aims at providing more efficient, commercially viable and sustainable alternatives to road-only transport. MoS has a dual effect:
- It improves access to markets throughout Europe
- It reduces the strain upon already over-stretched European road systems
The MoS concept builds on the EU’s goal of achieving a clean, safe and efficient transport system by transforming shipping into a genuine alternative to overcrowded land transport. MoS aims to introduce new intermodal maritime-based logistics chains to bring about structural change to door-to-door integrated transport systems. To this end MoS:
- Helps implement policy initiatives on the European maritime space without barriers and the maritime transport strategy for 2018
- Positively contributes to greenhouse gas (CO2) reductions, which is of paramount importance in the context of climate change
- Introduces new intermodal maritime based logistics chains contributing to door-to-door integrated transport systems
MoS taps into the huge potential of maritime transport as the backbone of international trade. MoS removes bottlenecks in the EU transport system, thus supporting more efficient and high-quality maritime links and services between Member States. Based upon successful shipping routes, MoS is designed to remove bottlenecks in the EU's transport system. This will be achieved through the establishment of more efficient and frequent high-quality maritime-based logistics services between Member States.
Main bottlenecks and missing links
- Compliance with 2015 MARPOL Annex VI (Regulations for the Prevention of Air Pollution from Ships) across fleets operating in Sulphur Emission Control Areas (SECAs)
- Establishment of viable network for alternative fuels, including development of relevant technologies, infrastructures, safety provisions, and regulatory frameworks for alternative fuels
- Development of technologies to tackle operational pollution such as exhaust gas cleaning systems and on-board water treatment systems
- Implementation of critical port infrastructures and intermodal links, both sea side and land side

European Coordinator for the TEN-T Motorways of the Sea, Prof. Kurt Bodewig
Prof. Kurt Bodewig was born on 26 April 1955, near Düsseldorf, Germany. He was appointed European Coordinator for the TEN-T Motorways of the Sea on 16 September 2018, following on Brian Simpson.

Meeting with the CPMR Transport Working Group on 9 December 2020
The European MoS Coordinator met with the CPMR Transport Working Group in order to present his Detailed Implementation Plan, the results of its related sea-basin analysis as well as his ideas for the future of MoS. The chairpersons of the different regional CPMR Commissions of the Baltic Sea, North Sea, Atlantic Sea, Black Sea and Balkans, Mediterranean Sea as well as the Islands expressed their views on how the maritime dimension should be reflected in the revised TEN-T guidelines to the MoS team. The CPMR very much welcomed the priorities set out in the MoS DIP as well as the approach chosen by the Coordinator for the future of MoS.
Webinar for the Baltic Sea basin, 1 December 2020
Upon the initiative of the MoS Coordinator Kurt Bodewig, a 2.5 hour webinar was jointly organised with the three European Coordinators of the land-side corridors (Pat Cox (SCM), Catherine Trautmann (NSB) and Anne Jensen (BAC)) for the Baltic sea basin. The event titled “Motorways of the Sea in the Baltic Sea: priorities and needs for a sustainable & effective multimodal transport” and involved over 140 participants. Various good practices in the field of digital multimodal transport solutions as well as alternative fuels deployment in ports were presented.
Exchange of views with the Black Sea Economic Cooperation on 25 November 2020
The European Coordinator got invited by Ambassador Christides, Secretary General of the Black Sea Economic Cooperation, to a bilateral (virtual) meeting. Both exchanged preliminary views on how to potentially coordinate efforts concerning the Motorways of the Sea development in the Black Sea basin. The involvement of third countries in MoS projects was one important point of their exchange as to facilitate the cooperation of TEN-T ports with neighbouring ports of the Black Sea basin. The BSEC secretariat also presented their Memorandum of Understanding on Motorways of the Sea in the Black Sea of 2007 and its resulting actions and plans. It was agreed that the Coordinator will be present at the next BSEC ad hoc working group meeting on MoS.
Exchange of views with Brittany Ferries on 9 November 2020
Prof. Bodewig met (online) with Christophe Mathieu, CEO, and Francois Potier, Responsible for Economic Studies, of Brittany Ferries. Brittany Ferries presented their current activities, in particular with regard to the development of MoS routes in the Atlantic arc. They also presented their greening strategy, in particular with regard to LNG retrofitting operations. Last but not least, the Coordinator exchanged with Brittany Ferries on the impacts of the Covid-crisis and gave an outlook on the TEN-T revision and upcoming CEF II funding possibilities.
ESPO/BPO Webinar: Comprehensive ports – EU policy and financing opportunities for smaller ports, 15 October 2020
ESPO and BPO jointly organised a webinar dedicated specifically to comprehensive TEN-T ports. As the keynote speaker, the European Coordinator presented the role of comprehensive ports on the TEN-T. He gave an insight into his vision and plans for the future policy of a “European Maritime Space” and on how comprehensive ports could be strengthened in future MoS-like projects. Around 150 participants followed the streaming of this webinar.
Fairway Forward Webinar on green, smart and safe shipping, 13 October 2020
Over 120 participants attended this online event organised by the Swedish and Finnish maritime clusters. The event showcased best practices of a green, smart and safe shipping and maritime sector and also included a think tank about how we can create a sustainable recovery after the Covid-19 crisis. The European Coordinator gave a keynote speech presenting his latest MoS Detailed Implementation Plan around the three pillars of a sustainable, smart and seamless European Maritime Space.
Online conference: Inland Waterway Transport System 2.0 – Innovation Delivered, 8 October 2020
Prof. Bodewig introduced into the event “Inland waterway transport system 3.0 – Innovation Delivered”. The event was organised by ‘bremenports’ and the maritime cluster of Northern Germany and was part of the INTERREG funded project #IWTS 2.0. It mainly addressed engineering and logistics students of the University of Bremen. The European Coordinator presented the challenges and chances for short sea shipping and inland waterways in the context of the European Green Deal.
Joint online workshop: “Motorways of the Sea in the Black Sea and its effective integration in the Orient-East Med and Rhine-Danube core network corridors”, 7 October 2020
This workshop for the Black Sea was organised upon the initiative of the MoS Coordinator Kurt Bodewig as part of his series of maritime sea-basin working groups. The overall aim was to better link the MoS policy with the corridors and wider TEN-T policy. It was jointly chaired by the MoS Coordinator with the Coordinators of the Rhine-Danube Corridor, Karla Peijs, and the Orient-East Med Corridor, Mathieu Grosch. The main objectives of the event were to gather views from stakeholders in the Black Sea basin to better understand the overall maritime trends in the region, to identify the specific challenges and investment needs of the Black Sea ports and to evaluate the hinterland connections of the Black Sea ports with regard to inland waterways and railways.
INEA online event for the closure of the Marco Polo II programme, 6 October 2020
INEA organised an online event for the closure of the Marco Polo II programme. A panel debate was organised in order to discuss and draw policy recommendations on the basis of the lessons learnt form the implementation of the Marco Polo programme, thereby taking into consideration the changes which have taken place since the programme was conceived back in 2006 and the new policy context of the EU Green Deal. In this context, the European MoS Coordinator was asked to come forward with his experience, make suggestions and propose ideas on how MoS could be better developed in future as to best serve the environmental cause.
EU maritime stakeholder workshop: Challenges, impacts and opportunities of the Covid-19 crisis for the maritime sector, 10 July 2020
This workshop gathered around 30 participants from EU maritime associations, DG MOVE and INEA under the lead of the European Coordinator. It aimed both at providing stakeholders with an overview of the EU recovery measures to the Covid-19 crisis, and start a brainstorming on the impacts, challenges and opportunities of the crisis for the maritime sector. In particular, participants were invited to provide their points of view on the following questions:
- Which mid- and long-term impacts of the Covid-19 crisis do you see for the part of the maritime sector that your association represents?
- Which lessons learnt can we already draw from the crisis now? Which long-term opportunities could this crisis present for the maritime sector? How do you imagine the “new normal” for the sector?
MoS Webinar: “Shaping the policy of a European Maritime Space – The Future of Motorways of the Sea”, 1 July 2020
Almost 170 participants attended this online event organisd by the European Coordinator in order to present his latest MoS Detailed Implementation Plan. At first, the European Coordinator presented together with the MoS lead consultant the MoS DIP, in particular with regard to its three pillars around the creation of a sustainable, seamless and smart European Maritime Space and the related investment priorities. Directorate D of DG MOVE gave then an update on current (legal) initiatives of relevance to MoS, in particular the work of the European Sustainable Shipping Forum (ESSF) and Digital Transport Logistics Forum (DTLF), the upcoming Fuel EU Maritime initiative, the EU Taxonomy for the maritime sector, and the development of the European Maritime Single Window environment. INEA provided an overview of the current state of play of the CEF maritime portfolio. The event ended with a panel discussion presenting the views of a core port, a comprehensive port, a shipping line and a terminal operator on how to advance the sustainable, seamless and smart European Maritime Space.
Virtual workshop with EU maritime associations on the future of the maritime TEN-T dimension, 14 May 2020
The European MoS Coordinator chaired a meeting with key EU maritime associations on the future of the maritime TEN-T dimension in view of the upcoming revision of the TEN-T guidelines. Apart from DG MOVE and INEA representatives, 12 associations participated in the debate, i.e. representatives of CLECAT, CRPM, ESPO, ECSA, ESC, EUDA, EMPA, ERFA, ETF, BPO, Med Ports Association and Sea Europe. They exchanged views on two main questions: a) What shall be the main objectives and policy priorities for a sustainable, seamless and smart European Maritime Space in the revised TEN-T guidelines? and b) What should be future transport requirements for the maritime network components? The event aimed at launching the debate on how the maritime pillar of the TEN-T could or should be (re)shaped in the next guidelines.
Clean & Global North Conference, 29 November 2019, Helsinki
On 29 November, Prof. Bodewig participated in the Clean & Global North Conference organised by the Finnish Presidency. He intervened as speaker on a panel about smart ways to enhance connectivity in the region and beyond and reported about smart and sustainable solutions to transform transport in the context of the TEN-T.
Mission to Finland, Helsinki, 28 November 2019
On 28 November 2019, the European Coordinator met with the Finnish State Secretary, Mikko Koskinen, in order to discuss about Finland's priorities in terms of its maritime policy and the latest developments of Motorways of the Sea. Further to that, the European Coordinator visited the Port of Helsinki and Vuossari Harbour as well as the new West Harbour Terminal co-financed by CEF. He also met with a wide range of maritime stakeholders from Finland who presented the Finnish CEF maritime project portfolio and discussed with all stakeholders about the future of MoS in view of the TEN-T revision. MoS project promoters gave important insights and inputs for the future of MoS.
Visit of the Port of Civitavecchia, 27 November 2019
On 27 November, Prof. Bodewig visited the port of Civitavecchia. Besides a bilateral meeting with the President of the Port, Francesco die Majo, he also met with a number of stakeholders of the port who presented current development projects and priorities of the port. In addition, he was able to see the advancements made with regard to the new ferry dock - one action under the BClink project financed under MoS / CEF.
Seminar on "Financing MoS and the maritime sector", 26 November 2019, Rome
Prof. Bodewig co-chaired with the European Coordinator of the Atlantic Corridor, Prof. Secchi, a seminar on how to finance the maritime sector. The event was hosted by the Italian Ministry of Transport and RAM and attracted more than 80 participants including Member States representatives, industry stakeholders, financial institutions, port authorities and maritime associations. The seminar aimed at informing about the wide range of existing funding and financial instruments which are relevant for the maritime sector including CEF funding possibilities (calls, blending facility), EIB financing possibilities (loans, green shipping guarantee fund) and advisory support, new innovative and sustainable schemes (eco-incentive schemes, green bonds) and the proposal to extend the General Block Exemption Regulation to ports under the upcoming InvestEU. The event was also the opportunity for the two European Coordinators to present their latest report on “Enabling the uptake of the TEN-T project pipeline by the financial market”.

ETF Fair Shipping Conference, 5 November 2019, Brussels
Prof. Bodewig intervened as panel speaker at the annual Fair Shipping Conference organised by the ETF. The panel debate addressed the question of how to boost the competitiveness of European shipping in a sustainable way.
MoS Forum, 22 November 2019, Brussels
On 22 November, the European Coordinator invited Member States' representatives to a specific MoS Forum addressing two major items: a) the presentation of the revised Detailed Implementation Plan of MoS setting the priorities and pillars for the years to come and b) the launch of the debate on how MoS and more widely the maritime dimension of the TEN-T could evolve in the future, in view of the TEN-T revision. A lively debate amongst Member States took place collecting various ideas of how to better shape MoS in future.
MoS INEA project seminar, 21 November 2019, Brussels
INEA organised a seminar for promoters of MoS projects drawing upon lessons learnt in the past with regard to the project implementation. The European Coordinator opened the event by presenting his draft Detailed Implementation Plan setting the priorities for MoS for the years to come. In addition, he was very keen in learning from beneficiaries about their experiences and challenges with MoS project organisation and implementation. These were important insights and inputs for the debate on how MoS shall evolve under CEF2.
Presentation of MoS in the North-Sea Med Corridor Forum, November 2019, Brussels
In view of ensuring a better link of MoS with the activities of the core network corridors, Prof. Bodewig presented the latest developments of MoS and in particular the MoS priorities to the North-Sea Med Corridor Forum. He called for a stronger cooperation between the CNC and MoS and a more regular data exchange.
West Med Sea basin event, 30 October 2019, Madrid
On 30 October 2019, the European Coordinator invited to the second sea-basin specific working group under his mandate. This time, the working group addressed the Western Mediterranean sea basin and was organised jointly with the European Coordinators Pat Cox (Scan-Med Corridor) and Iveta Radicova (MED Corridor) and hosted by the Spanish Ministry of Public Works & Transport and ‘Puertos del Estado’. The seminar addressed the issue of "Connecting TEN-T corridors and sustainable MoS in the West Med Sea basin”. Around 100 participants participated in the event and discussed about the evolution of maritime transport in the West Med area, about tools and technologies to boost environmental protection and last but not least about an improved connectivity within and outside EU borders.
Real Time Ferry Summit, 18 September 2019, Rostock
On 18 September, the European Coordinator participated in a conference of the BSR INTERREG project Real Time Ferries that has been developed under the umbrella of the STM Validation project financed by CEF. The project shares good practices and idea about how to share real time departure and arrival times for ferries in the Baltic Sea region to facilitate passenger and goods transport.
Motorways of the Sea Forum "MoS Today and Tomorrow", 21 June 2019, Brussels
On Friday, 21 June 2019, the Motorways of the Sea Forum "MoS Today and Tomorrow" took place in Brussels, thereby involving more than 150 participants from Member States, regions, port authorities, European maritime associations and industry representatives. Magda Kopczynska, Director at DG MOVE, opened the Forum. In view of the revision of the Detailed Implementation Plan for Motorways of the Sea by the European Coordinator, the Forum discussed the evolution of its three development pillars along the topics of "environment", "integration into the logistic chain" and "MoS cross-cutting issues". Moreover, a number of potential financing instruments for the maritime sector, in particular the CEF II programme, the CEF blending facility for alternative fuels as well as the maritime portfolio of the EIB have been presented and discussed. The Forum gave important inputs for the future of Motorways of the Sea, in particular with regard to the upcoming revision of the TEN-T guidelines.
ESPO Annual Conference, Livorno, 23 May 2019
The European Coordinator participated in the annual conference of ESPO. In a fireside chat with Pino Musolino, the President of Venice Port, he discussed about the main challenges faced by the maritime sector, his view on the future of MoS in view of the TEN-T revision as well as the financing opportunities for MoS.
European Maritime Days and Visit to EMSA, Lisbon, 16-17 May 2019
The European Coordinator participated in the European Maritime Days of DG MARE and had at this occasion a bilateral meeting with DG MARE's Director General, Mr. Machado. Both exchanged on how to create better synergies between the sea basin strategies of DG MARE and the MoS activities. In addition, Mr. Bodewig paid a visit to the European Maritime Safety Agency and met with its Directors in view of identifying potential areas for a reinforced cooperation between MoS and EMSA.
Working Group on Interoperability of the NSB-Corridor, Hamburg, 7 May 2019
Prof. Bodewig participated in the working group on interoperability of the North Sea-Baltic Corridor to which mainly the core network corridor ports participated. The meeting has been chaired by Cathérine Trautmann, the NSB Coordinator. Prof. Bodewig presented at this occasion his plans for the current mandate of MoS in view of a better integration of MoS into the core network corridors.
Visit of the Port of Bremerhaven, 2 May 2019
The European Coordinator visited the Port of Bremerhaven in order to enter into a dialogue with the Unions' representatives of the terminal operators. The meeting with the Unions had been organised by the national parliamentarian Uwe Schmidt and has been accompanied by Senator Günthner. Mr. Bodewig also met with the CEO of the automotive terminal operator.
Joint seminar of the MoS, NSM and ATL Coordinators on "Ireland's European Connectivity", Dublin, 16-17 April 2019
On 16-17 April 2019, the European Coordinators for Motorways of the Sea, the North-Sea Mediterranean and the Atlantic Corridor invited to a joint seminar on “Ireland’s European Connectivity – ports and maritime links in the Atlantic sea basin”. In the context of a possible Brexit, the connectivity of Ireland to continental Europe is very much challenged. This seminar aimed at looking at the current and future transport flows in the Atlantic sea basin, the current state of preparations and logistic solutions by the maritime sector as well as ways for a reinforced cooperation of all Atlantic stakeholders.

Final Conference of three flagship projects TENtacle, Scandria2Act and NSBCore, 6 March 2019, Brussels
At the final conference of the three flagship projects of the Baltic Sea Region INTERREG programme, Prof. Bodewig conveyed a video message on his vision for Motorways of the Sea, in particular in view of developing MoS as a truly functional junction between the corridors.
Participation at the Digital Transport Logistics Forum, Brussels, 14 January 2019
Prof. Bodewig participated in the Digital Transport Logistics Forum in Brussels that has been organised by DG MOVE, Directorate D. This was a good opportunity to better link the activities of the MoS Forum with the DTLF.
Bilateral meetings with ESPO, ECSA, FEPORT, EMPA and ETF during Autumn/Winter in Brussels
The European Coordinator used the start of his mandate to meet with a number of European associations of the maritime sector. He met on a bilateral basis with the Secretaries General of ESPO, ECSA, FEPORT, EMPA and ETF to discuss about the future of MoS.
European Coordinators’ Seminar, 18-19 December 2018, Brussels
Prof. Bodewig participated to the seminar of the 11 European TEN-T Coordinators. This seminar was the occasion to say goodbye to the previous Coordinators Brian Simpson, Laurens-Jan Brinkhorst and Karel Vinck and to welcome the new Coordinators Iveta Radicova (Mediterranean Corridor), Anne Jensen (Baltic-Adriatic Corridor) and Matthias Ruete (ERTMS).
European Ports’ Forum, 13 December 2018, Brussels
Mr. Bodewig participated in the European Ports' Forum organised by DG MOVE, Directorate D. This was a good opportunity to exchange views on how to develop MoS further and what the specific challenges of the ports' sector are.
ESPO Executive Board Meeting, 12 December 2018, Brussels
Prof. Bodewig had the great opportunity to present and discuss his plans on how to develop MoS further with the ESPO Executive Board. The discussion focussed on how to better link MoS with the core network corridors and how to widen the financing possibilities for MoS, in addition to CEF grants.
Meeting of the European Coordinator with EIB, 30 November 2018, Luxembourg
On 30 November, the European Coordinator exchanged views with the maritime team of the European Investment Bank (EIB) on how to widen the financing possibilities for Motorways of the Sea. The EIB maritime team presented the involvement of EIB in MoS shipping and ports operations to date as well as their experience with the Green Shipping Guarantee Programme so far. The presentation was followed by a very open and constructive dialogue on how to improve the future of MoS and to increase the maturity of the project pipeline.
1st Forum of MoS, 20 November 2018, Brussels
On 20 November, Prof. Bodewig invited for the first Forum for Motorways of the Sea under his new mandate. This first meeting was reserved for Member States' representatives only in order to set the ground for the years to come. 21 Member States were present. At first, Prof. Bodewig introduced himself as new European Coordinator for MoS and outlined his ideas for the future of MoS. He particularly emphasized two challenges that he wishes to address: first, a better integration of MoS into the TEN-T and second the widening of the financing possibilities for MoS. In addition, his advisor presented the main tasks and deliverables for the upcoming MoS study 2018-2022, INEA presented the state of play of CEF funded MoS projects and colleagues from the maritime directorate D of DG MOVE presented the latest developments in the field of EU maritime policy. The main focus of this first forum was however led on a round table discussion in which each Member State expressed his vision for the future of MoS. For instance, it was jointly agreed to organise in the future more thematic working groups or seminars per sea-basin.
Investors' Roundtable, 19 November 2018, Brussels
On 19 November, Prof. Bodewig and his colleague Coordinator Prof. Secchi organised a roundtable with around 30 representatives of the investment and finance sector, including the EIB, national promotional banks, commercial banks, pension funds, large operators and private investors. The objective of the discussions was to gather their feedback and additional ideas regarding the recommendations made by the two Coordinators in their Progress Report of January 2018 on their "Action Plan for making the best use of new financial schemes for European transport infrastructure projects". In addition, the Coordinators met with specific services of the European Commission (SG, DG ECFIN, DG FISMA, DG BUDG). The outcome of the various stakeholder consultations will lead to the publication of an addendum to the Progress Report before Spring 2019.
STM Final Conference at the IMO in London, 13-14 November 2018
On 13 and 14 November, the European Coordinator participated in the final conference of the CEF funded project on Sea Traffic Management, which is led by the Swedish Maritime Administration. Following an introduction of the Secretary General of IMO, Mr. Kitack Lim, the European Coordinator gave a keynote speech on his vision for the future of MoS.
Seminar of the European Coordinators, 5 October 2018, Brussels
European Coordinators gathered in Brussels on 5 October 2018 to discuss topics of common concern, such as the further evolution of the TEN-T and the state of play of the Commission proposal on a Connecting Europe Facility 2. Horizontal priorities (ERTMS and Motorways of the Sea), cross-border cooperation, military mobility were also on the agenda. Coordinators welcomed Ms Jensen, Ms Radicova and Mr Ruete as new members of the team and expressed their gratitude to Mr Brinkhorst and Mr Simpson whose mandate as Coordinator ended on 15 September 2018.
