High Level Conference
Protecting Civil Aviation from Terrorism

On 27 September 2011 the European Commission together with the Polish Presidency hosted a high level conference on civil aviation security . The conference took place about ten years after the terrorist attacks of 11 September in 2001 in the United States.
Conference goals
The event enabled both government representatives and stakeholders to thoroughly discuss developments in the field of aviation security in the past decade. In particular:
- What lessons have we learned from incidents in the past few years??
- What further measures could be taken on an international level to improve risk assessment and resilience to terrorist attacks?
- Should we move to a more risk based approach to security controls in passenger and cargo traffic?
- How can we develop a common platform of sharing and use of available information?
- Can we make better use of existing tools and mechanisms in counter-terrorism and customs for the purpose of civil aviation security?
- How successful has the work on an European Union common risk assessment method been so far?
- Is today's model of aviation security controls sustainable in the long term?
- How can we implement security measures adequate to the threat assessment results with minimum impact on travel and commerce, especially between high-security countries? Does facilitation have to be at the expense of security?
- Should we consider more unpredictable controls/more differentiated controls based on risk? Can we improve our approach to developing security technologies in the EU?
Conference conclusions and recommendations
The panel discussions and exchange of views involved more than 100 high level specialists and key players in aviation security. The conference participants discussed, how to develop aviation security policy further, to address the evolving threat in the most efficient way. The Commission will take due account of all the conclusions and recommendations gathered during the conference in its future activities.
