Road transport: EU and Ukraine sign decision to extend smart tachograph to Ukrainian hauliers

On 17 January 2025, the EU and Ukraine agreed on the recognition of smart tachographs for the enforcement of the EU-Ukraine Road Transport Agreement.

The decision enables the use of smart tachographs by trucks and other heavy good vehicles operating between the EU and Ukraine. These will help to better enforce the agreement, ensuring fair competition, protecting the rights of drivers, and contributing to road safety.

In practice, vehicles registered in Ukraine may be equipped with a smart tachograph, but there is no obligation. Vehicles registered in the EU are subject to the tachograph installation and retrofit rules contained in Regulation (EU) No 165/2014. Where vehicles registered in the EU continue to be equipped with a digital non-smart tachograph, such vehicles can also continue to operate with a digital non-smart tachograph under the EU-Ukraine Road Transport Agreement.

Today’s decision was taken at the third meeting of the Joint Committee established by the Agreement between the EU and Ukraine on the carriage of freight by road. As part of the agreement, the Commission will provide certification services for smart tachographs to Ukraine.

During the meeting, the parties also adopted the Terms of Reference of the Ad hoc Working Group established by the Agreement, that will soon begin its work.

Both Decisions will be published in the Official Journal of the European Union in the coming weeks. EU Member States were all invited to participate as observers to the Joint Committee.
