An EU Horizontal Aviation Agreement was initialled in February 2015 to restore legal certainty to the bilateral air services agreements between Bangladesh and 8 EU Member States. Both the EU and Bangladesh committed to conclude the respective internal process to allow for its signature as soon as possible.
This agreement would allow any EU airline to operate flights between Bangladesh and any EU Member State where it is established and where a bilateral agreement with Bangladesh exists and traffic rights are available. It would not replace the bilateral agreements but adapts them to bring them into line with EU law. This is a major step change from the traditional set-up of aviation based on nationality restrictions and complements the EU's internal aviation market on the external side. The agreement would constitute an important step towards strengthening the aviation relations between the EU and Bangladesh.
