The STF detailed recommendations report is meant to provide practical guidelines for public authorities that are either looking to procure recharging infrastructure or to award concessions for their roll-out and/or operation, possibly linked to the granting of government support. By offering an overview of best and innovative practices by frontrunners, the STF aimed to develop a set of minimum recommendations to public authorities seeking to support the deployment of recharging infrastructure in their territories.

The Recommendations analyse the three main steps to consider for public authorities when planning the deployment of recharging infrastructure in their territories, and by and large cover following topics:

  1. Defining the deployment approach
    1. Long-term (electro)mobility strategies
    2. Cooperation between public authorities
    3. Determining a suitable recharging network
  2. Organising the tender procedure
    1. Identification of responsible authority
    2. Selection of entities to develop and operate infrastructure
    3. Selection of contract models and policy instrument
    4. Measures to support competition in the market
  3. The specific tender requirements
    1. Requirements regarding the recharging station and design of the recharging pole
    2. Interoperable infrastructure, including recommendations on the use of communication protocols and standards
    3. Future-proof infrastructure, including smart-charging ready
    4. User-friendly infrastructure, including in terms of finding infrastructure, easy payment and transparent pricing
    5. Data and cybersecurity
    6. Guarantees and enforcement mechanisms
    7. End of the concession, public contract, licence
