On matters of Operation and traffic management DG MOVE on one hand develops the OPE TSI and follows its implementation by Member States through the NIP reports and on the other hand collaborates with the sector to remove barriers to international rail traffic, among others through the Rail Technical Operational Issues Logbook.

OPE TSI

In order to assess the implementation of the TSI OPE, Member States have the legal obligation under Article 3d(2) of Regulation (EU) 2015/995 to report on their implementation plans and progress in the form of a National Implementation Plan (NIP). This information is then put together in a NIP report that assesses the state of play throughout the. This report will be published soon.

Rail Technical Operational Issues Logbook

The Technical Operational Issues Log Book (ILB) is a European Commission initiative to accelerate progress on interoperability on the European railway network in order to stimulate international rail transport. For this purpose, the Issues Logbook was set up as a list reviewing the technical issues that cause the highest barriers to cross border rail operations.

The work done at European, corridor and national level by public authorities (European Union Agency for Railways, European Commission, national authorities), infrastructure managers (including Rail Freight Corridors - RFCs), railway undertakings and rail sector associations is streamlined and advanced.

Through support actions, suitable solutions and actions to improve the operational technical interoperability have been developed.

This process has resulted in the publication and subsequent updates of the Issues Logbook, as well as the accompanying documents, describing the issues, their solutions and follow-up actions in detail and identifying the related economic impact and potential.

Number 7 “buffer wagon” is solved since April 2021, all other issues have different status of advancement: more information and details can be found in the Rail Technical Operational Issues Logbook.

In addition, DG MOVE organises meetings with the RFCs, the Railway Undertaking Dialogue (RUD) and the Platform of Rail Infrastructure Managers in Europe (PRIME) to promote the measures and solutions.
