While advanced road traffic management and information systems are used in many places throughout Europe, regional and national ITS services still form a fragmented patchwork. The EC has an ambitious vision of a new trans-European Network for Transport (TEN-T) , backed up by a new financing instrument, the Connecting Europe Facility (CEF) to support its development, including the deployment of EU-wide ITS services.

The new TEN-T is structured around pan-European corridors, including (urban) nodes, while the CEF also acts as a driver to policy making. Within this revamped context, ITS aim to effectively contribute to the achievement of a multimodal, sustainable, accessible and seamless transport system, for both passengers and freight.

The grant programme for the TEN-T (2007-2013) followed by the CEF programme (2014-2020) aim at establishing interconnections, interoperability and continuity of services, all along CEF corridors (including urban-interurban interfaces and cross border sections). Funding priorities for ITS cover the infrastructure for traffic management, traveller information, emergency systems and electronic fee collection, as well as upcoming cooperative systems (C-ITS).

The following sections give an overview how the programme has evolved over time. There has been a continuous development from support of individual projects (before 2001) towards more cross border deployment (2001-2006) and real Europe-wide services (2007-2013), along European corridors (2013).

TEN-T 2007-2013

The TEN-T work programme 2007-2013 outlines the following priorities for road ITS:

  • Europe-wide traffic and travel information service
  • Europe-wide traffic management service
  • Europe-wide freight & logistics

Projects shall facilitate co-modality by promoting the concept of the connected traveller and connected intelligent technologies and have an emphasis on cross border cooperation and continuity of service.

The EU also aims to create a single market for ITS services. This includes the development of technical standards to ensure interoperability and a stable basis for investment decisions, as well as the necessary legal and organisational framework for the deployment of ITS services (see ITS Action Plan and ITS Directive).

Within the framework of the TEN-T programme for the period 2007-2013 an indicative amount of 300 million € has been programmed for ITS road projects (of about 8 billion € for TEN-T in total).

In the 2007 and 2009 calls the EasyWay project (see below) has been selected which is running until end of 2012.

In 2013, five corridor projects and the European ITS Platform+ (EIP+) have been selected for funding (see brochure on ITS TEN-T projects 2013 ).

Since 2007 the TEN-T Executive Agency, turned into the Innovation and Networks Executive Agency in 2014, is managing the technical and financial implementation of the TEN-T programme, including road ITS. This includes the organisation of calls and evaluation.



The EasyWay project receives the EC support from the calls in 2007 and 2009 because of its wide European scope. 22 Member States (and further three observer countries) cooperate on Europe-wide ITS deployment on the main corridors of the trans-European road network. The project is driven by national road authorities and operators with partners including the automotive industry, telecom operators and public transport stakeholders. The European Commission contributes a share of 20% (200 million € for the period 2007-12).

EasyWay partners will define common and seamless European services in the fields of traffic management, travel information and freight and logistics and will undertake projects to implement them.

The targets for EasyWay for the year 2020 are:

  • to decrease traffic fatalities by 25 %
  • to decrease traffic congestion by 25 %
  • to decrease CO2 emissions by 10 %

The TEMPO Programme – 2001-2006

Before 2001 individual projects addressed various ITS implementation issues with limited coordination. Aim of the TEMPO programme (2001-2006) was to reach a higher level of coordination and to stimulate a harmonised deployment. The European Commission supported studies and deployment of ITS on the Trans European Road network with 192 million € from the TEN-T multi-annual programme. It has triggered a total investment in ITS of 1.2 billion € for the six-year period.

The main objective of TEMPO was to enhance the safety and service quality on the road network through a number of regional cross border cooperation projects, the so-called Euro-regional projects: (see map and links below).

After the enlargement in 2004 a seventh project, CONNECT, covering Slovenia, Hungary, the Czech Republic, Slovakia, Poland, eastern Austria and the east of Germany, has started.

The main achievements of the TEMPO Programme can be summarized as follows:

  • Road monitoring infrastructure: Road monitoring equipment to collect basic traffic and road condition data (e.g. traffic counting stations, weather stations and camera installations) have been installed.
  • European network of traffic control centres: New traffic control centres have been established or upgraded with advanced data communication (DATEX standard). Several international data exchange links have been implemented. Common databases and digital maps have been developed to make the exchange of traffic information easier.
  • Traffic management and control: For all regions traffic management plans have been developed and are carried out. Special attention is given to cross-border and long distance corridors.
  • Traveller information services: The Traffic Message Channel (RDS-TMC) and variable message signs have been set up on a large scalet. Web portals for traveller information services have been developed.
